My plan is
You need to train your wikis staff like adding a rules page for wiki staff, or when hiring new staff train them like having a testing wiki where the experienced staff create vandalism and post discussions in the wrong categories and have the new staff fix them to test their skills, and you might as will set a limit so staff should be active for at least 30 minutes a day to keep them active.
The reason is if the staff isn’t active, no matter how much active users there are no one would contribute because they’ll think the wiki is dead, and some of them might vandalize, also most of the activity pages you stated on your post are made by staff, not users.
